TheBrewOfNewFumes: Is CAFE3 a Safety Net or a Smoke Screen?
Dr. Anju Sharma•MrsSustainability
NamasteIndia’s latest auto-policy draft for FY28–FY32 is not just brewing a new set of compliance numbers. It is brewing a deeper boardroom question:
Was the old small-car logic a genuine safety net… or just a smoke screen that delayed inevitable portfolio evolution?
KtalystResiliencePrism, the new CAFE-3 draft is not merely regulatory turbulence. It is a redesign of competitive advantage. The old comfort blanket of explicit small-car concessions is fading, while the technology hierarchy is becoming far more visible.
1. TheIncentiveLadder: Policy With a Purpose
The multiplier math is no longer trying to be polite. It is signaling where capital should flow:
✓ BEVs + Range Extenders: 3.0x — full-electrification still gets the premium
✓ PHEVs / hybrid-flex fuel: 2.5x — transition tech still gets policy warmth
✓ Strong hybrids: 1.6x — down from 2.0x, which means the handshake is firmer now
✓ Flex-fuel: 1.1x — down from 1.5x, which means legacy comfort is losing oxygen
portfolio signal as a technical policy.
2. TheSmallCarShield: From Protection to Performance
The real shift is subtle, but strategic:
✓ The framework still remains weight-linked
✓ A flatter curve still gives lighter vehicles some tactical relief
✗ But the explicit small-car protection clause is gone
That means efficiency alone is no longer a strategy. It is just the entry ticket.
The translation:
If your portfolio is still anchored in entry-level ICE, your policy sympathy has quietly expired. Affordability may still get breathing room, but it no longer gets automatic emotional support from the rulebook.
3. Compliance: Engineering Now Reports to Finance
CAFE-3 is turning compliance into a market mechanism.
✓ Credits can be banked in structured blocks
✓ Credits can be traded
✓ Credits can also be bought out
And the reported compliance price path is not decorative:
✓ FY28: ₹2,500 per g CO₂/km (about US$27)
✓ FY32: ₹4,500 per g CO₂/km (about US$48.6)
Ktalyst5Ts, this is where Transition Risk becomes Direct Cost.
Clean platforms are no longer optional bets. They are beginning to look like regulatory capital allocation decisions.
4. AntiComplacency: Design for 2032, Not 2022
CAFE-3 does not ban ICE. It simply removes the policy perfume around it.
The winners will not be the ones who merely comply. They will be the ones who rewire their portfolios:
✓ Upgrade brownfield assets intelligently
✓ Rebalance the product mix toward higher-multiplier technologies
✓ Align every R&D rupee with the FY27–FY32 transition window
✗ Do not confuse a flatter curve with a softer future

CAFE-3 is not ICE outing, but it does not give them permission to stay unchanged. It is a transition clock wrapped in polite policy language. Dr. Anju Sharma
